This document offers administratorsa conciseapproach to the varioustheories of total qualitymanagement (TQM)and the tools necessaryto implement these theoriesat postsecondaryeducational institutions. Thebook is divided into fourchapters.Chapter 1 introduces the principlesof TQM by briefly: (1) reviewingthe ideas of TQM leaders; and (2)discussing how their ideasmightapply to institutions of highereducation. Chapter 2 examinesthecommon elements of the qualityexperts' ideas and suggestshow theymay be applied to institutions ofhigher education. Chatper 3suggests an expeditious methodto obtain a baselinefrom which tobegin a total qualityimprovement program. The methoduses anationally recognized tool (fromthe Malcolm Baldrige Award)toevaluate an institution'squality index. The suggestedmethod can beused to rate either an ertireinstitution or a singledepartment/unit. Finally,the fourth chapter examinesthe conditionsnecessary for establishing a totalquality culture in collegesanduniversities. These are:(1) education andadministrative commitment;(2) education andcommitAent of faculty and staff; (3)establishmentof trust; (4) establishmentof pride in workmanship;and (5) changesin the institutional culture.Contains 22 references anda 597-4.tembibliography
