The Unpredictable Certainty: Information Infrastructure Through 2000


Are there any dominant trends in the evolution of a global or national information infrastructure (NII) for which there is no specification, no overall plan, and no institutional mechanism for reaching consensus about what it is or what it should be? That question motivated the NII 2000 project, which sought to characterize the technology deployment, market expectations, and proposed activities of communications and information facilities and service providers over the next 5 to 7 years. Perspectives provided directly by these suppliers— drawn from multiple industries—were complemented by inputs from a cross section of users in industry, private nonprofit organizations, and the public sector. The diverse inputs on deployment plans and prospects revealed that there are as many visions of the information future as there are sectors of the economy helping to create them.
