TheDepartmentofDefense(DoD)isthelargestconsumerofenergyinthe federalgovernment.1Inturn,theU.S.AirForceisthelargestconsumerofenergyinthe DoD,withatotalannualenergyexpenditureofaround$10billion.2Approximately84 percentofAirForceenergyuseinvolvesliquidfuelconsumedinaviationwhereas approximately12percentisenergy(primarilyelectricity)usedinfacilitiesonthe ground.3Thisworkshopwasconcernedprimarilywithopportunitiestoreduceenergy consumptionwithinAirForcefacilitiesthatemployenergyͲintensiveindustrial processes—forexample,assembly/disassembly,painting,metalworking,andoperation ofradarfacilities—suchasthosethatoccurinthemaintenancedepotsandtesting facilities.AirForceeffortstoreduceenergyconsumptionaredrivenlargelybyexternal goalsandmandatesderivedfromCongressionallegislationandexecutiveorders.To date,thesegoalsandmandateshavetargetedtheenergyusedatthebuildingorfacility levelratherthaninspecificindustrialprocesses.
