the United Nations Conference on Environment and Development in 1992.

will to respond to global environmental challenges. Although the enthusiasm
and public policy support for sustainable development have been Jess than
desired, progress has been made in understanding and documenting environmental
problems at local and global levels. A better understanding of the issues,
together with public pressure, has led many governments, multinational corporations,
and other organizations to initiate, design, and implement sustainabledevelopment
policies and plans.
ln 1992, the International Development Research Centre (IDRC) 1 was
designated an Agenda 21 Organization by the Canadian government, as part of
Canada's commitment to implementing Agenda 21. ln response to Chapter 8 of
Agenda 21, "Integrating environment and development in decision making,"
IDRC formulated the research theme "Integrating environmental, social, and
economic policies." The theme's working-group members included experts from
across IDRC's four program divisions
