All managers have resources at their disposal. It is the way these resources are used and organized that shows up the differences between a good manager and an ordinary one.
Poor managers will continually bemoan their lack of resources. ‘If only I had more people (or more time, or more information, or better materials and equipment),’ they will say, ‘I could do a decent job’. The response to such a complaint is invariably along the lines of:
