MANAGEMENT INFORMATION FOR THE ELECTRONIC LIBRARY (MIEL) PROGRAMME
The Management Information Systems and Performance Measurement for the Electronic
Library project was part-funded by JISC under the Electronic Libraries Programme (eLib) as a
Supporting Study. The contractor, the Centre for Research in Library & Information
Management at the University of Central Lancashire, undertook the work as part of its
Management Information for the Electronic Library (MIEL) Programme having previously
undertaken a Scoping Study for eLib.
This Final Report begins by reviewing current trends in library development, with particular
attention to emerging understanding of the electronic library’s role in institutions. The concepts
of Resource Discovery, Resource Delivery, Resource Utilisation, Infrastructure Provision
and Resource Management have taken on new emphases as attention has shifted from local
collections towards access to the global information networks and content. However, work on
performance indicators, and more broadly on library management information, has not kept
pace with these developments. A review of the major work in this latter field has identified a
series of studies which bear upon the subject, but only McClure’s work in the United States
can be said to be of direct relevance to electronic as opposed to traditional libraries
